Assigning role owner to few roles and want he approves on second level for these roles.

Dear All,

I have requirement where I want few roles to be approved only by role owner on second level.

I made role owner setting in Access management also assigned role owner in Role update.

But when I go to workflow --> Maintain stages--. Modify  --->Routing enabled yes -->and put the rule GRAC MSMP route no Role owner --> Line item level --> and Save... the roles which do not have role owner do not get approve and keeps on pending in workflow...

Can anyone suggest what I need to maintain...??
